What is CMOM, and why does it matter?

Behind every reliable wastewater system is a plan β€” and for LCWSC, that plan includes CMOM.

CMOM stands for Capacity, Management, Operations, and Maintenance. It is a structured approach that helps us make sure our wastewater collection system has the capacity to serve our community, is properly managed, is operated responsibly, and is maintained before problems become emergencies.

So, what does that look like in action?

LCWSC crews inspect sewer lines, clean gravity sewer mains, check manholes, maintain easements, inspect air release valves, test generators, monitor pump stations, and respond quickly when issues occur. In 2025, LCWSC exceeded several system goals, including completing 103% of the annual goal for sewer cleaning/SL-RAT inspections and 115% of the annual goal for CCTV sewer inspections.

Tools like the SL-RAT, or Sewer Line Rapid Assessment Tool, help crews use sound to identify possible blockages between manholes. This allows LCWSC to target maintenance where it is needed most, saving time, water, and resources while helping reduce the risk of sewer overflows.
